A move for Cloyster to use to get rid of Pokemon that resist ice and rock?

I use my Cloyster in my UU team and some Steel types are so annoying! What move should I use for dealing with Pokemon that resist to Icicle Spear and Rock Blast?Is there any move better than Razor Shell, Scald, Surf? If not, what is the best water-move to use? (I can give 252 EVs Sp.Attack)

Also the move must be legal in Showdown! Some moves aren’t legit and say ‘‘they are not compatible’’.

That is what I use, anyway, it is STAB, and hits the Pokémon that resist his other attacks, some people use Ice Shard to counter priority users, but it does not cover Ice and Rock.Empoleon still completely walls it though.
