There is one Pokemon I can think of that can do this and that’s Togekiss :D

Togekiss gets Serene Grace, 80 base speed (which isn’t too great, but its not really supposed to be fast anyways), it gets Thunder Wave, Air Slash, and Swagger. With Serene Grace, the opponent will have a 5% chance to hit, but that’s really low. That’s the set. Preferably, I wouldn’t go the sonfusion rout as its generally unreliable and can really help out the opponent in the long run.

I don’t know about the confusion but jirachi is definitely your man. It has serene grace can use iron head’s flinch rate, has a decent 100 base speed, and can inflict paralysis through thunder wave or body slam. It doesn’t get confusion, but what it has is enough to take on multiple Pokemon. My personal favorite non-smogon original set is this

I love to use body slam because it gets past magic bounce and ground type switch ins. Iron head because duh, serene grace flinch hax. Wish makes this thing even more of a pain to take down because it has quite a bit of bulk. Protect can be used for guaranteed wish support and scouting. The elemental punches can be used if it’s more useful for your team.

Jirachi is a very annoying Pokemon. Have fun!

Also, if you really want to have confusion, you can use machamp on your team. Machamp and Jirachi formed a very effective core in the DPP era and it can still be used now.
