Are there any Pokemon that can learn Thunder but not Thunderbolt?
Or Fire Blast but not Flamethrower? Blizzard but not Ice Beam? Hydro Pump but not Surf? How about vice versa? Can any Pokemon learn Thunderbolt but not Thunder? Flamethrower but not Fire Blast? etc.

To do this yourself, use the following command in aShowdownchatroom or PM:
/nds MOVE1, !MOVE2, all
Replace MOVE1 with the learnable move and MOVE2 with the unlearnable move. This command doesn’t take into account generation-by-generation learnsets (for example, Sandslash-Alola can only learn Ice Beam in Generation VIII onwards); you will want to use/learn POKEMON, MOVE, genNUMBERto check availability in different games.
If a name is repeated, it means that that Pokemon can learn their move through more than one method, yet cannot learn the other move at all.
