Are Zapdos, Articuno, and Moltres based off of Fearow, or vice versa?
Look at them…Arcticuno’s beak is a little short, but.. I thought it might be like the Burned Tower Pokemon theory.

Fearow is a large, mostly brown bird Pokémon with a vulturine neck andbroad, powerful wings. It has a long, pointed beak that is pink incoloration, and a decorative red coxcomb tops its head. Itsintense-looking eyes have very small pupils, and do not appear to havecolored irises. It has shaggy feathers on the base of its neck and ina vaguely cape-like pattern covering the upper portion of its wings.The cape itself is cream in color, as are the tips of its flightfeathers. Its sharp-clawed talons are pink, with three toes pointingforward and one pointing backward.
Zapdos has the form of a large bird with black and yellow plumage. Itsspiky feathers make it appear to be made of lightning. Its tailfeathers stick out in several directions, furthering this illusion. Alarge crest of feathers decorates its head, and distinctive blackrings encircle its eyes. Its beak is very long and thin. While Zapdosis the smallest and lightest of the legendary birds, it is still alarge Pokémon.
Moltres takes the form of a large bird with flame-colored plumage,resembling a phoenix. Its dazzling wings and elaborate head crestappear to be covered with flames. It has a straight, pointed brownbeak that is the same color as its feet. Compared to the otherlegendary birds, it has the smallest feet and legs. It is the largestof the legendary birds, but its feathers make up a good portion of itsbulk.
Articuno takes the form of a large bird with predominantly blueplumage. Its coloring is a cyan on its long streamer-like tail andhead crest. Its head crest is simple, consisting of threerhombus-shaped feathers on its forehead. Its body is a sky blue,growing lighter on its chest and belly. Its most distinctive featureis its large wings, which look like they are made of ice. It has asmall gray beak and thin, similarly colored legs.
From their physiology, it seems although they do share some distinct simliarlites in their build, they do not seem to be based of any other bird except the basic bird like shape. Thats my viewpoint.
No, I believe the Burned Tower theory refers to the first three Eeveelutions (Flareon, Jolteon, and Vaporeon), and the fact that they perished in the fire and were brought back as the three Legendary Shadows of Ho-oh (Who the game is about…) which wereEntei, Raikou, and Suicune, all of the same typesas the Eeveelutions. Entei and Flareon arefire, Raikou and Jolteon are bothelectric, and Vaporeon and Suicune are bothwater! Plus,Entei, Raikou, and Suicune are all in the Burned Tower!The game also mentions that
“Three Pokemon perished in the fire, and a rainbow Pokemon brought them back.”
The “rainbow Pokemon” is obviously Ho-oh, who has a special connection toEntei, Raikou, and Suicune.

Even though the Burned Tower was originally the Tin Tower in Gold and Silver, Lugia’s tower, it specifically states that Ho-oh saved them.Good observation, though! Good question! Hope I helped! :D
The three birds Articuno, Zapdos, and Moltres are all based off of titans.
Articuno is based off of a titan of ice. Also Articuno makes blizzards and deep freezes.
Zapdos is based off of a titan of Lightning. Zapdos makes things blue and floating by the strong voltage of electricity it creates.
Last Moltres is based off of a titan of fire. There isn’t much I know of Moltres though.
Finally, all of them have orbs. Articuno has an orb of ice, Zapdos has an orb of lightning, and Moltres has an orb of fire.
All titans keep the flow of the underwater river steady in the Orange islands as well.
So, it isn’t true that they are based off of Fearow
