Can someone help me with a good Pokemon for this role?

I need a good lead Pokemon. I really want a hazard setter, a rapid spinner, or an anti baton paser. I really want entry hazards, though. I already know some, e.g. forretress,tentacruel, and weezing. I need EV’s and movesets too please. I would prefer if it works well in OU and has decent defences.
