Surprisingly, the reason TY could evolve her Espeon is a glitch Nintendo hadnt fixed yet.

The glitch, which eliminates certain requirements needed to evolve Eevee into Umbreon or Espeon, will not be fixed until after the upcoming Eevee Community Day event on August 16.Specifically, this glitch allows Trainers to evolve Eevee into Umbreon or Espeon without walking the typically required 10 kilometers. This means Trainers will just have to have their Eevee set as their buddy in-game.

As stated, the glitch lasted only until 16th August and is fixed now. So the walking requirements have gone back to normal, which are:

Umbreon: Walk an Eevee 10km as your buddy, then evolve it at night while it’s still your buddy.Espeon: Walk an Eevee 10km as your buddy, then evolve it during the day while it’s still your buddy.

I found my answer

During Eevee community day, to evolve Eevee into Espeon or Umbreon, you just need to have Eevee as your buddy and evolve during the respective time of day. No need to walk any kilometers.

Source: I just tested it. Set Eevee as my buddy and evolved him into Espeon with a grand total of 0.1 km walked

For Eevee Community Day this year, all eggs put into incubators during the event take1/4 of the time to hatch.

As for evolving into Espeon/Umbreon,Walk an Eevee 10km as your buddy, then evolve it at day/night while it’s still your buddy.

To evolve Sylveon:Normally, you have to acquire 70 buddy hearts with Eevee as your buddy. For community day, this is lowered to a much more manageable 7 hearts.
