How can you use Victini without V-Create or Fusion Moves?

This question is forspecific circumstances, with the following reasons:

I dug up Omega Ruby for the first time in over 6 months today, and remembered I had never picked this Victini up because I had no idea what to do with it. How am I supposed to use it without these moves? That was the only one I ever used and I fear that the old movesets predating the V-Create Victini may be outclassed today. Hopefully someone has a good option for me because I don’t have a clue.

EDIT: Despite the question’s title which was edited by an Expert, I would like a moveset, not Pokemon choice advice. So far, I have only thought of a potential Choice Specs option, even that isn’t awesome. Is there anything else?
