traditionally he’s no staller but but this steelix would walk all over that.

Zapdos literally cant touch this because steelix’s typing makes it immune to Thunderbolt AND Toxic, so you would either hand that zapdos its head, or force a switch. like I said, he’s not usually a staller but he could crush that zapdos.
