Is a pseudo legendary basically a minor legendary that normally isn't considered a legendary?

No, Pseudo-legendary Pokemon are normal Pokemon with a long evolutionary line, have a total base stat of 600 and are located right next to the legendaries in the Pokedex. The Pseudo-legendaries are:
DragoniteTyranitarSalamenceMetagrossGarchompHydreigon
Though not considered a “legendary” Pokemon, Pseudos still have measurable strength when compared to one.
Pseudos, even today, can be a controversial thing in the pokemon fanbase (Banning all Pseudos from OU, making movesets illegal, straight-up whining form fanboys, etc.), but really, it’s in black and white (No pun intended): Pseudos are regular Pokemon that have a 600 Base stat total.
It’s best not to ask questions about Pseudos, because it just complicates the term. That’s simply all a Pseudo-legendary is.

So a pseudo legendary is basically a Pokemon with the base stat of 600 who is has a 3 stage evolution. They are usually rarer that most other Pokemon and take longer to evolve they are very strong although Slaking has the base stat of 670 he is not a pseudo legendary because of his ability truant. The current known pseudo legenaries are in order of generation; Dragonite, Tyranitar, Metagross, Salamence, Garchomp, and Hydreigon(Sazando is japanese).
I would wager that the “pseudo” legendaries probably show up more often then the regular legendaries.
