Is Celebi good for competitive?

Celebi types combination is very bad for a defensive Pokemon but is this types good for an offensive Pokemon ?

Celebi is good in a few formats. Its defensive typing isn’t absolute trash because it resists water, electric, grass, fighting, and ground.
