No. Every single ghost type in the tier, including Dragapult, has to compete with a certain horse in the tier. If a ghost type can’t find anything to set itself apart from those two, it’s not gonna be viable is it is gonna be outclassed. It is also outclassed as a grass type by both Rillaboom and Kartana. Decidueye just doesn’t have a niche in ou that other Pokemon can’t do. Also, even if Spectrier and Dragapult weren’t a thing, every ghost type is just food for dark Urshifu and you do not want to be that vulnerable to that thing
