Is there any possible way to get 100% catch rate?

Because if you start out on a certain catch rate, shouldn’t you end up with a certain catch rate? And, the Pokemon I really want to catch is Ho-oh, without using a Master Ball.(P.S.This is in Soul Silver)

No, you cannot get an 100% Catch Rate without using a MasterBall and without using Action Replay codes. You can however use a Timer Ball on Ho-Oh if you have been battling him with a BULKY Pokemon.

There is no exact way to get 100% chance with any thing but the masterball.You could, however, paralyze ho-oh and use a few quick balls. If that strategy doesn’t work ypu can jeep making him sleep with spore and use stalling attcks for a while, after you’ve done that use timer balls, the catch rate increases every turn.

You can’t have 100 % catch rate without a masterball , but you can make Ho-oh sleep and use leech seed to whittle away it’s health , then at the last moment, use a dusk ball at night , or a timer ball if you are at day

one other way is to catch it at night with a dusk ball or a timer
