Lucario is way better than Samurott. No competition.

Lucario has much better stats, typing, etc. However, you must consider that Samurott, as your starter, is probably higher leveled.

Good sets:

Lucario @ Life OrbTrait: Justified / Inner FocusAdamant Nature (if you can get it)EVs (if you can): 252 Atk, 252 Spd, 4 HPMoves:- Swords Dance- ExtremeSpeed- Close Combat- Crunch

Samurott @ Life OrbTrait: TorrentTimid Nature (if you can get it)EVs: (if you can) 252 SAtk / 252 Spd / 4 HPMoves:- Hydro Pump / Surf- Ice Beam- Aqua Jet- Taunt

Depends on your team. If you need a wall/ defensive poke and a specail sweeper/special attacker, go with Lucario. If you need a regular sweeper/attacker, go with samurott. Though in my opinion those movesets are awful. but if your stuck with them, keep ‘em. these movesets will get you somewhere.
