Never Released Pokemon?

I just found out about things like Stratagem, Mollux, etc. When did these originate and why?

Those two are apart of Smogon’s Create a Pokemon (or CAP for short) project. Smogon is not apart of Game Freak therefor not involved with the creation of any legit Pokemon. Thus the CAP project was born! :D The DB even has there own CAPs :P Looking at the forms first post I’d say it started somewhere around February 21st ‘08

Pokemon Showdown! = Apart of SmogonIn a way Smoginites decided to add in their CAP Pokemon. So if you go to TeamBuilder and click CAP you’ll see them. So that makes them eligible for Random Battles and Challenge Cup. (And ofc their own tier lol)
