Scald or surf for tapu fini?

I wanted to try using tapu fini so I decided to use smogon’s set.Tapu Fini @ LeftoversAbility: Misty SurgeEVs: 252 HP / 192 Def / 64 SpeBold Nature- Calm Mind- Taunt- Draining Kiss- Scald

Misty surge cancels out the ability to status ,making the burn chance obsolete. Yet the set says scald over surf, despite surf having slightly higher power.Is it due to misty terrain lasting for only limited number of turns?

Also I need tips on how to use this set and its partners that work with it. And pls explain the evs too.

This Fini set is used to check mons like Moistshifu and Weavile due to resisting just about everything they can throw at it. Taunt is used to ensure that Toxapex and Ferrothron won’t be a headache for it. Scald is because the difference in power between it and surf is pretty meh and you wanna be spamming cm when your terrain is up so you don’t get statused. It’s also not a pure offensive pokmone so you don’t really need the extra power of surf unlike the scarf set. Finally, draining kiss is to give it some sort of recovery

The speed evs is to outspeed specially defensive Heatran with the rest being dumped into hp and defense to better check physical threats such as the aformentioned two

For teammates, you would want the likes of Tornadus, Zapdos, Corviknight or anything like them to handle Kartana and Rillaboom while also wanting guys like Dragapult and Weavile who love not being statused, just be mindful of the dragon type move damage reduction. You would also want some safety against other threats like Garchomp or Dragonite who can pretty much take +1 draining kiss and straight up kill you

This set is mostly a mix between stallbreaker and win condition while providing some defensive utility with its typing and terrain
