Was Volcarona originally meant to be a legendary?

I heard it was a legendary but I have seen more than one Black 2.

Volcarona was meant to be a smaller legendary, called pseudo legendaries with Metagross, Dragonite and Hydreigon but this is unproved as all Pseudo-Legendaries have a base stat total of 600 and a 3 evolution line. So, basically Volcarona is a pseudo-pseudo-legendary that reks with 135 Sp.Atk. As likely as it seems, Volcarona isn’t a legendary, nor a pseudo one, but is on the same as all the psychic 100 stats and manaphy.

I doubt it was meant to be a legendary, more of just a special poke. It’s very good but I wouldn’t say it’s exactly pseudo-legendary either.It doesn’t say it anywhere but I would assume that it wasn’t meant to be a legendary.Oh and it’s not a legendary, legendaries usually don’t have genders and are unable to breed, which is the opposite of Volcarona.

No,because the player obtains a Larvesta egg before he/she meets Volcarona. Legendaries cannot breed (save Manaphy w/ Ditto), and more than ome was present in the game, so Volcarona was not meant to be a legendary.
