I would say that theAether Foundationcame the closest because they actually succeeded, for a while. Lusamine opened the portals to Ultra Space, and some of the Ultra Beasts escaped. In second place I would putTeam Flare,because the Ultimate Weapon was actually fired.

Depending on how you look at it,both Team Skullsalso achieved their goal because they didn’t have much of a goal to start with, yo.

Team Rocket- obtaining powerful and rare Pokémon to help their criminal syndicate in the hopes of someday taking over the world.

Team Aqua- Tries to expand the ocean and wake Kyogre.

Team Magma- Tries to expand the land and wake Groudon.
