As for which ones are viable competitively, this depends on the format and generation you want to use the Pokemon in since a Pokemon may want to use Stealth Rock in one format/generation, but wouldn’t want to use Stealth Rock in another format/generation, and can be outclassed by other Stealth Rock users. For example, Kelceon in Gen 5 ZU can use Stealth Rock on a defensive set but doesn’t want to use Stealth in Gen 6 NU since it has another niche it would rather use (in this case, being a mixed wallbreaker). Another factor is what you’re willing to accept as viable. (For example, do you except C and D rank as being viable?)

These areallthe non Steel/Ground/Rock Pokemon that can learn Stealth Rock, you can decide which are viable for competitive play.
