Since this old post was brought up anyway, after recent changes to the game,
bothAlolan NinetalesandVanilluxeare good Hail setters due to their decent speed and more importantly, access to the new moveAurora Veilwhich is basically a Reflect and Light Screen in a single move, but can be set up only during Hail, which their ability Snow Warning allows them to do simply by switching in.
A good set would have max speed EVs, Aurora Veil, and it is usually preferred to have Light Clay to increase Aurora Veil turns to 8. Blizzard or Freeze Dry are other good moves to have.
a very good poke would be an avalugg because it is a super-tank for defence, it also cannot be one-shot because of sturdy but its ice body really compliments its using hail, I would suggest using avalugg for multi battle proposes if you plan to have it with the ice body ability (sturdy is its hidden ability so you may want to trade with a friend for that abilityPokémon: AvaluggItem: Leftovers/shell bellNature: adamant/brave/impish/relaxedAbility: SturdyAttacks-Hail-ice fang, good stab, one of the few physical ice type attacks-rapid spin, to take away hazards-skull bash, to raise defence and deal damage252 evs in defence and attack, 4 in sp-def
