Will-O-Wisp burns and cripples a lot of attackers in the tier, like Onix, Minefoo, and Timburr. Hex works well with Will-O-Wisp, and prevents you from being Taunt bait. Pain Split allows Duskull to recover health situationally, and that plus Eviolite makes it pretty bulky. Taunt stops Pokemon from setting up, like Onix.

Yeah.
