I love this little guy! Gale wings makes him one of the most epic Little Cup players.

Acrobatics has great power, goes first, and gets STAB. Because Overheat is the only Special Attack, it can be used safely. Flame Charge can be a good move for inflicting damage and raising Speed. Roost resores HP.

except for this set, as it needs to outspeed chou, the proper EVs (as the other two answers don’t have them) for physical fletch are 156 HP / 196 Atk / 92 Def / 64 SpD with an adamant nature, and the proper EVs for mixed are 156 HP / 200 Atk / 92 Def / 40 SpA with a naughty nature.
