Swablu isn’t very good and you probably shouldn’t use it. It’s too frail and has too poor a typing to contribute much consistently. If you must, however…

Swablu is the only Pokemon in the tier with both Defog and Heal Bell. This isn’t a particularly valuable niche, but it does help if your team is terrified of status conditions. Swablu has some other neat utility options, but the tried-and-true Roost is best because it gives Swablu more opportunities to switch in throughout a game. You could use Toxic instead to chip Mienfoo and friends, but it’s not usually optimal. I think Moonblast is Swablu’s best attacking move so it can hit Mienfoo, Timburr, Tyrunt, etc — though other options like Hyper Voice for generic STAB and Heat Wave for Ferroseed/Pawniard are worth looking at.

Swablu’s great Natural Cure Ability allows it to shrug off any status moves when switching out along with being a cleric with Heal Bell. Roost is to extend its longevity and rest of the moves are STAB and suit your teams needs, or clear hazards.
