Depends, 43, if you want flatter, 53 if you want Horn Drill.

I’n my opinion though, I’d go for 43, Flatter is a great move, Horn Drill is not worth it, You have to be a higher level then your opponet,ANDthen, you have to hope it hits, and with 30 accureacy, and 5PP chances are your not gonna get that hit.

I suggest you to evolve your Nidorino after level53. At level 53 in Gen III your Nidorino will learn Horn Drill, an interesting move that can 1hitKO your opponents. Although Horn Drill’s accuracy depends on both yours and your foe’s level.

There’s no reason to wait for Flatter or Horn Drill – neither is particularly good in-game. Instead, you should evolve your Nidorinobefore Level 22, as this will give it access to the powerful Thrash early on. You also lock yourself out of Megahorn if you evolve your Nidorino after Level 43.

Though Nidoking will eventually find better moves like Earthquake and arguably Secret Power, Thrash is an excellent choice before then and should be obtained as soon as possible.
