Acid Armor makes Goomy a great mixed wall. Dragon Pulse is great STAB, Hidden Power Fighting wrecks Pawniard, a powerful Pokemon in the tier, and Sludge Bomb wrecks Fairies that would wall it otherwise. Sap Sipper is used over Gooey because, again, Pawniard is running all over the place with Defiant. A Speed drop would lead to +2 Attack and a likely OHKO with Sucker Punch.
