Intended as a lead. Stealth Rock can make it tougher for Pokemon like Vullaby to switch in safely, and they pose an annoyance in general, breaking Sashes and causing general chip damage. Toxic can cripple an otherwise deadly opponent, and prevent it from taking out your team. The same goes for Yawn, which can force a switch into Stealth Rocks. If the opponent doesn’t switch, the Pokemon that Yawn was used on is completely deadweight, allowing you to switch into an attacker and set up on it. Scald is for fishing for burns, and it stops Piplup from being Taunt bait. Eviolite increases its bulk.
