Work up boosts Bibarel’s attack, making it do more damage, obviously.Aqua Tail is STAB, and should to decent damage when plus2.Return is secondary STAB, and has a pretty good base power because of STAB.Quick Attack is to finish off things, because Bibarel really doesn’t like taking hits.
Stereotypically, Bibarel is considered to be a horrible Pokémon. Statwise, it would seem that way to most. However, Bibarel can have three of some of the best abilities in the game: Simple, Unaware, and Moody. It also doesn’t have that bad a moveset, and it can also get STAB from Normal-type moves. Bibarel also has the same base stat total as Azumarill (410), yet Azumarill is pretty widely used. So why can’t Bibarel?
Here’s my suggestion:
Bibarel @ Kee Berry / LeftoversAbility: SimpleEVs: 128 HP / 124 Atk / 128 Def / 128 SpDCareful / Impish / Adamant Nature- Amnesia- Curse / Work Up- Skull Bash- Waterfall
Moveset suggestions:-Amnesia - with Simple, using this once will triple Bibarel’s Sp. Def.-Curse (or less desirably Work Up) - once again, for double stat boosts-Skull Bash - double Defense boost, plus STAB-Waterfall - basic STAB attack-Double Team (probably) - doubles evasiveness (assuming you’re not playing Pokémon Showdown)
If you’d rather not spend time looking for something that knows Simple Beam for double battles, Bibarel would be a good replacement.
As for its other abilities, which are both extremely useful, Bibarel wouldn’t be the first choice because of stats. If you want to use something with Unaware, Quagsire or Clefable would be a better choice. If you want to use Moody (if it’s legal on whatever you’re playing), I suggest Octillery or Glalie. As for Simple, Bibarel would still be a good choice.
On a side note, Bibarel is virtually the best HM slave since Gen IV (next to Mew, but no one in their right mind would do that). It can learn most HMs with the notable exception of Fly (just try to picture that).

The almighty Bidoof’s parent (though that doesn’t mean it is better). Hydro Pump is strong STAB, Scald is weaker but has more PP and accuracy while also having a good chance to burn. Return is normal STAB. Thunderbolt can be used for coverage and Charge Beam to potentially get a boost equivalent to that of a Nasty Plot, but both options don’t take advantage of Work Up as well. Ice Beam covers Grass types. Work Up sets you up for victory or something like that

Alright, lemme explain. Built to tank! Many people don’t see it, but there are more opportunities to set up in a battle than expected. Best part about this set? Toxic, Will-O-Wisp and Thunder Wave can say bye to it! But a fair warning: take out all Ghost-types before usage of this monstrosity. Mostly meant to be a fun set but you can replace moves and change EVs and use it competitively. Be warned though, it doesn’t work well out of RU at most. Have fun with it!

BDSP NU is a format where Bibarel is actually good. This is due to Simple + Swords Dance. However, it is still outclassed by other Normal-types in the tier such as Tauros, Linoone, and Zangoose.
How this moveset works is quite Simple. (Sorry, just had to say it) Swords Dance is to boost your attack to +4 thanks to Simple. Quick Attack is for a priority Normal STAB which is useful for revenge killing. Aqua Jet is used to revenge kill Ghost-types like Drifblim and Haunter, as well as being able to do super effective damage to the Rock-types in the tier such as Golem, Regirock, and Rhydon. Double-Edge is your stongest STAB move in general.
Adamant Nature is used to give your attacks as much power as power. Life Orb is used to give more power to your attacks. Lum Berry can be used instead to cure status conditions that would cripple you, such as burns.

Work Up is for Gen 6, Swords Dance is for Gen 7.
I’d say this is a pretty good Bibarel moveset in PU. At first I thought less of it and used it as a lead Pokemon just to sacrifice it and ready my other Pokemon. But now Irespectit.
Substitute is used to block status moves such as toxic or thunder wave. If a Pokemon uses a stat boosting move like Calm Mind/Bulk-Up, then it’s still pretty safe the next turn since Substitute will protect it, plus if Bibarel went first in using Substitute, then I know that I can safely set up Work-Up while my opponent destroys the substitute, then the next turn, I would attack. Waterfall and Return for STAB.

Aqua Jet (priority move, this with a swords dance can sweep a team, and if moody helps… BOOM)
Swords Dance (even without simple, it’s a great move which helps aqua jet sweep. swords dance+moody boost+aqua jet STAB=sweep.)
Superpower (power, power power.)
Waterfall/liquidation (liquidation if adamant nature, waterfall if jolly nature. both moves are powerful and receivs stab.)

Staller set. Super Fang cuts opponent’s HP in half. Toxic badly poisons opponent. Yawn to make the opponent fall asleep. Protect to stall out a bit more.

Extra: Regarding the EV spread, if you wish to, you may choose to give 252 HP instead of 252 Atk, depending on whether you want it to last longer with Rest or you want to finish the battle as fast as possible and use Rest as a last resort.
