Kyogre @ Choice SpecsAbility: DrizzleEVs: 252 HP / 252 SpA / 4 SpeModest Nature- Water Spout- Thunder- Ice Beam- Surf

Water Spout is way powerful at full HP. Any Kyogre should have Thunder. Ice Beam gives coverage against dragons, mainly. Works well along with Thunder and and the water type move. Surf is for when Kyogre’s heath falls later on.

Calm Mind- Makes its attacks stronger while making it more specially bulky.Water Spout- STAB, where Quick Claw comes in.Thunder- With Drizzle, its accuracy is perfect.Ice Beam- To take down Dragon, Grass, Flying and other types while having awesome damage with Calm Mind.

Kyogre-Primal @ Blue OrbAbility: Primordial SeaEVs: 252 SpA / 252 Spe / 4 HPTimid Nature- Water Spout- Origin Pulse- Thunder- Ice BeamWater Spout is simply incredible with STAB and Primordial Sea backing it. Origin Pulse is better if you’ve taken a lot of damage. Thunder is good for Ditto and other Kyogre/Primal Kyogres. Ice Beam is for dragons, Rayquaza and its mega in particular.

Kyogre recently rose to S tier in gen 8 AG. This is tied with the great Zacian-C. This is because of the amazing versatility of the ol orca, and ResTalk+Sheer Cold is a popular set that can look for OHKOs on things that wall it such as Ferro and Eternatus. Well it’s obvious I’m forcing physical bulk with his EVs and Mature here.Calm Mind will then make up for the special bulk that he’s lacking ( But he has a really nice base there ) and beef up that Special Attack some more. I chose Scald as my attacking move. The burn chance there is nice enough that I can have a solid Water attack ( 120 after STAB, and that’s not including rain boost ) that can keep doing damage while I’m spamming rest.Sleep Talk makes for an annoying " Rest-Talk " combo. Hitting with Scald, or just building up power and bulk while I just kind of sit there sleeping.

It can take down Pokemon like Yveltal (if it has no Speed boosts) Zacian-Crowned, do a chunk of damage to M-ray, and lots more. Water Spout is to deal massive damage when your health is full. Thunder is to quickly take down other water types and flying types. If you use Blizzard, you trade accuracy for power, and you trade power for accuracy with Ice Beam. Origin Pulse is powerful STAB.

Thunder can’t miss in rain. Ice Beam covers Grass types. Calm Mind makes Primal Kyogre even more bulkier and hit harder.

Block is so the opposing Pokemon can’t switch out while you set up. Rest is so status like Toxic won’t cripple you. Calm mind plus Scald can be deadly, especially when using Max Geyser under rain.

The ever centralizing Kyogre that dominated all the Ubers format before Gen 6 is back again, especially with the removal of Primal Groudon which was the best solid switch-in to it. This Gen, we will see Ferrothorn, Blissey, Eternatus, etc. all of which wall standard Specs and Scarf set. But, this gimmicky as well as unpredictable set will create havoc.

Gen 8 [Anything Goes]

Block + CM Rest sets are really good, the only thing is that they don’t see a Power Whip Ferrothorn or Teleport Blissey. Outside of that, they have little counterplay. But, SheerCold RestTalk has even less counter play, limited to Kyurem-White.

Maximum Defense allows to tank hits from physical attackers well. Scald is chosen because of its burn. Once you burn Ferrothorn, it can’t virtually touch you. Then, you start spamming Sheer Cold. Blissey can’t do anything as well since Toxic gets shut down by Rest. Sheer Cold, as previously told has almost no switch-ins has only 20% accuracy and 8 PP, which is why Sleep Talk is there. Remember, it’s for destroying slower and passive mons.Do not blame hax.

This set has no counterplay except Kyurem-White. Therefore, Kyurem-White saw an increased usage inAG Snake tour.

Defensive Calm Mind. Primal Kyogre can afford to use Ice Beam, unlike its regular counterpart using Block or Sheer Cold in Galar AG.

Kyogre-Primal @ Blue OrbAbility: Drizzle –> Primordial SeaEVs: 252 HP / 252 Def / 4 SpDBold Nature

Scald is STAB with a 30% burn chance and high PP, meaning it can win in a war of attrition. The chip damage from burn is nice, and the indirect Defense boost and ability to shut down physical attackers is even better. Rest is recovery, and the forced Sleep isn’t really a problem since Primal Kyogre is so bulky. Calm Mind is set up and makes Primal Kyogre incredibly hard to kill on the Special side. Ice Beam is used to get rid of the problematic Primal Groudon, which is immune to Scald because of Desolate Land. It also removes Eternatus and Mega Rayquaza.

Gen 9 Ubers Scarfed Cleaner

This thing tears apart all but resists with Tera Water Rain Water Spout, as well as providing speed control, specifically with this EV spread outspeeding Zacian-C, the fastest viable Uber. After 252 SpA, the rest of the EVs are dumped in Def and HP. Origin Pulse and Bolt-Beam are self-explanatory.

The best moveset would still be the one that was named in Generation 3.

Kyogre @ Wise GlassesAbility: DrizzleEVs: 252 SpA / 128 Spe / 128 SpDModest Nature- Surf- Ice Beam- Thunder- Calm Mind

Firstly, Calm Mind to raise Sp. Atk for the other three moves. It also raises Sp. Def for some protection from most Grass and Electric attacks.

Surf is STAB. Considering Sp. Atk is maxed out, the item is Wise Glasses, and Calm Mind is used, this attack does a hell lot of damage.

Ice Beam is another strong move to get rid of the danger of Grass types. It’ll also help against Dragon types, which might know an Electric move.

Thunder is a stronger version of Thunderbolt. And considering Kyogre’s ability is Drizzle, Thunder won’t miss because of the rain. It’s a strong move and is especially useful for other Water types, who may use Drizzle to their advantage.

Special Wall (Gen 8 Ubers)

A RestTalk Specially Bulky Kyogre. This is designed to stop Special sweepers in their tracks. Calm Mind is to boost Kyogre’s already massive Special Attack and Special Defense, making it even harder to take down and increasing its offensive power. Scald is a 100% accurate 80-power Water-type STAB move that has a 30% burn chance. This is useful for taking care of any Physical Attackers trying to switch in and attack Kyogre’s weaker Defense stat. Rest is Kyogre’s only Recovery move, and paired with Sleep Talk can beat even Status-dealers like the Chansey line and Lugia.

This set works well in Gen 8 Ubers due to the lack of water-absorbing Pokemon available in Ubers. Primal Groudon is not in Gen 8, therefore there are no viable Uber Pokemon that are immune to this set. However, Water-resists such as Dracovish, Ferrothorn, and Palkia can threaten Kyogre, along with faster Physical sweepers like Zekrom and Kartana, however none of these can usually risk switching in to Kyogre.

We commonly see Kyogre bulky, with a scarf or specs; all are deadly in their own right, but all of them face one issue: Primal-Groudon eats their attacks for breakfast, lunch, and dinner. Its mere presence makes spamming its STAB a high-risk low-reward, not to mention that it gives Primal-Groudon a free turn to do whatever it wants if it does so, or its teammates if it decides to go big-brain! And trust me, the last thing you want is to face a +2 Primal Groudon, or a +3 Zacian-C if you lock yourself into Ice Beam.

This begs the question: what if we can flip this seemingly frivolous, one-sided matchup 180 degrees and punish them for this while being consistent against other archetypes simultaneously? Gone are the days of running!Behold,Z-MUD SLAP!

Kyogre @ Groundium ZAbility: DrizzleEVs: 208 HP / 164 Def / 116 SpA / 20 SpeModest NatureIVs: 0 Atk- Origin Pulse- Calm Mind- Thunder Wave / Ice Beam-Mud-Slap

If we’re going to do this, we might as well go all-out! The former avoids the OHKO from +1 Jolly & Adamant Zacian-C’s Wild Charge from full while only having a meager 18.8% chance to be OHKO’ed by the Jolly variant after Stealth Rock. 20 Spe outspeeds everything up to paralyzed Pheromosa.

The latter, on the other hand, avoids the OHKO from 252+ Primal-Groudon’s mighty Precipice Blades from full after Stealth Rock. 88 Spe creeps nothing in particular, although it helps vs. various Primal-Groudon with obscure speed EVs. You can tinker with it however you like.

Kyogre is probably the best Pokemon in the game in my opinion. It is an incredibly strong special attacker and in the rain its water moves are overwhelmingly powerful.

-Water Spout-With CS you are faster than normal Mewtwo and Darkrai so you can have the 100% Water spout damage and get an early KO. Stab and rain boosted coming off base 150 SpA.-Surf/Scald-Water stab for when your health is low. Surf is more powerful but Scald has the chance to burn. Rain boosted.(You could also use the inaccurate but insanely powerful Hydro Pump).-Thunder-Always hits in rain and damages opposing Kyogre and some Arceus forms-Ice Beam-A great move covering the plethora of dragon types and Shaymin. A must on KyogreWorks amazingly. Paired with a Palkia in Doubles is amazing.Hope I helped
