Choice Specs ameliorates its meager offensive stats. Scald, Surf, and Hydro Pump are STAB. Scald can burn but is the weakest, Surf is consistent and stronger than Scald, Hydro Pump has less PP and accuracy but is stronger than the aforementioned 2. Grass Knot is coverage for opposing Waters, Ice Beam covers Grass types mainly. Dazzling Gleam is mostly for PU and ZU’s Fighting and Dark types like Gurdurr, Primeape, Hitmonchan, Absol, Spiritomb, you get the picture. HP Ground for Electric types.

This is a nice mixed Phione set. U-turn and Knock Off are your choice of physical attacks and Ice Beam and Surf are for coverage and STAB. A Choice Scarf is perfect for Phione because no one will ever see it coming. Oh, and call it “iPhone”.
