As of Generation 8,Barraskewdanow holds the crown. With a Speed boosting Nature, a Choice Scarf, Swift Swim in rain, perfect Speed IVs, and 252 EVs in Speed, Barraskewda can reach a whopping1224 Speed, which can be boosted even more with moves like Agility and Acupressure.
