This should be Deoxy-SWith a base 180 speed, access to Stealth Rock and Spikes, it is the fastest hazard setter as well as the fastest Pokemon overall

WithPranksterandSpikes, Klefki can set up entry hazardsWITH +1 PRIORITY.And with klefki resisted or neutral to all priority moves, this is essentially a guaranteed layer of spikes. It’s bulk and fairy steel typing are impressive as well. It is likely that it will get multiple layers up.

TL:DR: Klefki isn’t “fast” but it is the fastest hazards user thanks to Prankster

Forretress is the fastest (and only one besides Omastar) Pokemon that learns all three hazards (Spikes, Toxic Spikes, Stealth Rock.) It is also the fastest one to learn Toxic Spikes and Stealth Rock.

Skarmory is the fastest Pokemon to learn Spikes and Stealth Rock.

Scolipede is the fastest Pokemon that learns Toxic Spikes.

Deoxys Speed would be the fastest Pokemon to learn them all, but besides an Ubers mon.. Dugtrio is the fastest to learn Stealth Rocks.
