Which of Gardevoir and Crobat should learn Shadow Ball for my Emerald playthrough?

Im currently playing emerald and I have a gardevoir and crobat. I want to teach both shadow ball. However, I only have 1 tm for shadow ball. Is there any way I can get both. If not, who should I teach shadow ball to?

Teach it to Crobat. Gardevoir has low physical attack and since shadow ball is physical in gen 3, it would be better on Crobat.

Unless you strictly want to teach it to one of those Pokemon, shadow ball would be better on a ghost or normal type Pokemon as a stab/coverage move.

Pior to Gen 3, the special/psychical split wasn’t introduced, so all Ghost type moves where psychical. Gardeviour has a low atk stat compared to its great special attack stat, Crobat has a high atk stat base 90 which is good enough to make use of some good psychical moves, I would go for Crobat as it has a higher atk stat and can make use of the move more than Gardeviour.

You should teach to Crobat, cuz in Gen 2-3, Shadow ball and all ghost type moves(except status) are physical, and gardevoir don’t have a good physical attack base, and crobat have a base of 90, and Shadow ball would be important for crobat for coverage against psychic type.
