The beast trio is probably entei becauseA) fire was the first thing to strike the tower
And
B) it is often depicted in the middle of the other beasts in its official art

P.s the same things go for suicune as well but entei just has that elderly master sort of look
lugia is the master of the bird trio, since it’s the only one who can stop their conflicts, and Ho-Oh is actually the leader of the legendary beasts because it literally created them.
