Why is my Hisuian Qwilfish in Violet not evolving?

I obtained a Hisuian Qwilfish by breeding my Ditto with one owned by a hacker in multiplayer, but when I levelled it up after using Barb Barrage 20 times (which the evolution method was changed to due to the removal of strong style), it didn’t evolve. Growlithe, Voltorb, Zorua and Basculin are all evolving just fine, so why isn’t Qwilfish?

Got ahold of one for testing. When leveling up, it has a flag disabled. Compared to Primeape evolving into Annihilape, there is a similar flag enabled. A lot of moves seem to track their use.

Since it’s still there, it’s probably as simple as activating it during an update. Funnily enough, stantler and regular Qwilfish have counters as well.

With thelinkshared by Mare the H. Zoroark, I think we can assume they’re just going to activate the flag during a later update, and there’s probably no way to bypass this at this time.

Something I’m going to try later, though, is the rare candy at level 100 method since it forces a check as well.

If it works, I’ll update my answer (sorry. My state is having blackouts so I had to cut things short).
