Zebstrika or Ampharos?

What would be better if the foe used an electric type move to boost Zebstrika’s speed or gets paralyzed in the process from static?

Well nobody in their right minds would use electric moves on Zebstrika and static is a pretty good ability. But Zebstrika speed with its high attack can really hurt while Ampharos has decent speed with high special attack. It really depends, Zebstrika is a fast sweeper while Ampharos is a bulky sweeper.

I personally chose a Mareep over that Blitzle. Ampharos' high Sp. Atk really helped against the Gym leaders, and it had Static too. I used it as (technically) a troll, using Thunder Wave with Confuse Ray to make sure my oppenent had to go through alot to even touch me. My Ampharos always outspeeded my oppenent, and it even was faster than Elesa’s Zebstrika, thanks to my Naive Nature. Try this moveset - Thunderbolt, Charge Beam, Confuse Ray, and Thunder Wave. ;)

I would choose Ampharos because she/he can play different roles in your team. Here are some examples:
